Is it the phone or SIM?

I cannot send or recieve messages or call anybody or recieve calls. I dropped my phone in the water yesterday, saved it. Everything works, except the main reason for having a phone: calling and texting. I need to know if I need a new phone or SIM card. I have an AT&T LG Xenon, if that helps. PLEASE HELP.. im so frustrated:(
