I kinda like this guy but i dont know if he likes me or if its a good idea to date him?

i kinda like him but i dated him before and it went down bad. he all ways semes to show up when i need someone to talk to the most like this time i had a hard brake up and he was there we were talking a lot then my ex stared talking to me and he stopped we still talk but not as much. i think i like him but i don't know if he likes me too or how to tell him i like him. should i tell him? plzzz help
