What are High/Low HID Headlights, and how do I change between the two?

I'm looking to add Bi-xenon headlights to my project car and wanted to know if there are any extensive modifications needed for these high/low head lights. I didn't really know if i need to change out the high and low bulbs separately or install a bi-xenon light.
