How does the fan makes so much noise on the Xbox 360 Xenon and not on the Jasper and Valhalla?

How does movement makes noise?,the Valhalla motherboard fan (Xbox 360 S) and Jasper motherboard fan (2008-2010 Xbox 360's) does not make noise,how does the old fan make noise?,it's just movement i don't get it!
